Daman was established by the Abu Dhabi Government to provide the compulsory health insurance plan for expatriates. In 2005, the UAE President H. H. Sheikh Khalifa Bin Zayed Al Nahyan issued Law No. 23 - 2005 making it compulsory for employers and business owners in Abu Dhabi to provide health insurance coverage for their expatriate employees and their families which was followed by the Decree No. 39-2005 announcing the establishment of the National Health Insurance Company - Daman as a public shareholding company and in May 2006, Daman became fully operational. Daman's strong government support and international expertise make it the leading dedicated health insurer in the region.
